My rims are 23mm wide but only 10mm deep. Will the Ocelot Low Profile fit and how aggressive is the Ocelot tread, will this perform okay on hardpacked rocky trails?

Handling on hard packed gravel trails is determined more by the width of the tire than the tread pattern. Since the Ocelot is only 1 1/2" wide, the tire may be suitable for you but generally it is believed that a tire should be two inches wide to perform well in that situation. However because your rim is a little too shallow for anything else, you have limited options.
